Europe’s top law enforcement agency is warning that upgrading cryptocurrency wallets to resist future quantum computer attacks could take years, urging the crypto industry to start preparing now rather than waiting for the threat to arrive.
Europol’s European Cybercrime Centre (EC3) published a new warning aimed at cryptocurrency developers, exchanges, wallet providers, and policymakers. The agency says the private keys inside crypto wallets, the secret codes that authorize transactions and prove ownership of funds, are the primary target if quantum computers ever become powerful enough to break today’s encryption. Quantum computers work differently from the machines we use today. A sufficiently powerful one could, in theory, reverse-engineer a private key from a public wallet address, giving an attacker full control of someone else’s funds. Europol notes that blockchain hash functions, the underlying record-keeping technology, are comparatively resistant, but wallet keys are not. Why a quantum-resistant upgrade could take years, not weeks
Europol is clear that the exact timeline for a “cryptographically relevant” quantum computer, one powerful enough to crack wallet encryption, remains unknown. But the agency says that uncertainty is beside the point. “Adapting systems and coordinating security upgrades will take time,” Europol said, calling for proactive planning rather than a last-minute scramble. The scale of the task explains why. Upgrading Bitcoin’s network to use quantum-resistant signatures, for example, would require every unspent transaction output (UTXO) on the blockchain to be migrated. According to reporting by Unchained, Europol’s analysis estimates a minimum of 76 cumulative days of processing time just to upgrade every Bitcoin UTXO, assuming the full block capacity is dedicated to migration.
If only one-quarter of block capacity is allocated to migration, the same process stretches to roughly 300 days. That figure covers processing time alone, before accounting for the months or years needed to coordinate wallet developers, exchanges, custodians, and individual users to actually move their funds.
There is also a size problem. The new quantum-resistant signature schemes standardized by the U.S. National Institute of Standards and Technology (NIST) produce signatures that are 10 to 120 times larger than Bitcoin’s existing ECDSA signatures. Larger signatures mean more block space consumed per transaction, which could push fees higher during any migration period. NIST finalized three post-quantum standards, known as ML-KEM, ML-DSA, and SLH-DSA, in August 2024, and some experts estimate a capable quantum device could emerge within a decade.
This is not the first time Europol has raised the alarm. The agency has been building out its quantum threat analysis for crypto over a series of publications, each adding technical detail about migration risks.
What this means for people who hold crypto
For ordinary holders, the immediate message from Europol is not panic. No credible quantum computer capable of breaking wallet encryption exists today. The warning is about the long lead time required to make the ecosystem safe before that changes.
The problem is that a migration cannot happen overnight, and it cannot happen without the services people rely on. If you hold Bitcoin or Ethereum on an exchange or in a software wallet, the wallet provider and the underlying blockchain network both have to support the new quantum-resistant address format before you can move your funds to safety. Europol recommends a phased transition with coordinated upgrades across protocols, wallets, and users.
Bitcoin was trading at $81,409 when this market snapshot was collected, with a market capitalization of roughly $1.64 trillion, underscoring just how much value depends on the security of wallet keys.
The practical steps for holders right now are straightforward: keep wallet software up to date, pay attention to any migration notices from your wallet provider or exchange, and avoid leaving funds in wallets with exposed public keys for extended periods. Do not move funds based on fear alone, but do not ignore official migration guidance when it arrives.
Europol’s warning fits into a broader regulatory pattern across Europe. The EU has been tightening crypto oversight through frameworks like MiCA, and ESMA set a January 8 deadline for EU firms to exit non-MiCA stablecoins, showing regulators are willing to move decisively on security and compliance concerns. The quantum threat adds a longer-term technical dimension to that picture.
Developers and exchanges should treat the Europol report as a planning document, not a fire alarm. The agency recommends beginning compatibility testing now, establishing crypto-agile systems that can swap out cryptographic algorithms without a full protocol rebuild, and coordinating with blockchain governance bodies on upgrade timelines well before a quantum threat becomes concrete. The window to prepare is open, but Europol’s core message is that it will not stay open indefinitely.
