A draft version of the CLARITY Act adds new crypto ethics rules ahead of an upcoming Senate vote. The changes appear in the latest text of the digital asset market structure bill, but the full details still need confirmation from the official record.
KEY TAKEAWAYS
- The latest CLARITY Act draft adds crypto ethics provisions.
- These are proposed draft rules, not enacted law.
- The bill still faces a Senate vote as its next step.
CLARITY Act draft adds crypto ethics rules
The CLARITY Act is a bill that sets rules for how digital assets are regulated in the United States. The measure is tracked in Congress as House Resolution 3633.
The newest draft adds crypto ethics rules to that text, according to CryptoSlate reporting on what changed in the final version before the Senate vote.
These provisions are draft language. That means they are proposed text, not a law that is already in force. The wording could still change before any final vote.
The politics around these rules have drawn attention. President Trump has accepted certain crypto ethics curbs tied to the bill, a signal that ethics language became part of the negotiation.
Who the proposed crypto ethics rules would cover
The available evidence confirms that ethics rules were added, but it does not spell out every detail. The exact list of who is covered, what conduct is restricted, and how the rules are enforced needs the official draft text to verify.
Because of that, we are not stating specific trading bans, disclosure duties, or penalties. The headline and reporting confirm ethics rules exist in the draft, not their full mechanics.
Ethics reform in crypto has been a live debate. Senator Kirsten Gillibrand has pushed for crypto ethics reform, which helps explain why such rules landed in this bill.
What comes next ahead of the Senate vote
The next step for the CLARITY Act is a vote in the Senate. The draft changes were made ahead of that vote, per the reporting cited above.
Senate coverage points to a September 15 cloture vote, a procedural step that decides whether debate can move forward. A cloture vote is not the same as final passage of the bill.
That threshold matters. The measure reportedly needs 60 Senate votes to clear this stage, and Senate Democrats are still weighing the Republican offer.
For a regular crypto holder, here is the practical takeaway. Nothing here changes your holdings today. The ethics rules are still draft text, and the bill must clear the Senate before any of it becomes law. Watch the Senate vote to see if the effort advances.
